Initial Research/Discussion on Program Feasibility

This document outlines the initial steps to developing a career pathway.

Any Associate in Applied Arts, Associate in Applied Science or short-term, 1-year or 2-year Technical Diploma for which a district has Wisconsin Technical College State Board approval to award.

In consultation with Business and Industry, Program Advisory Committee, and the Primary Education Director, identifies the possible skill sets and logical curricular configurations to develop embedded technical diplomas/pathway certificates.

WTCS Form

Title and number of the “Already Approved Degree” for which embedded technical diploma(s)/pathway certificate(s) are being requested.

Proposed technical diploma program/pathway certificate number for the embedded technical diploma(s)/pathway certificate(s). Note: Final assignment of all numbers is done by the WTCS Education Director. Proposed title(s) for technical diploma(s) or pathway certificate(s). The words Technical Diploma and Certificate should not be part of the program title.

Proposed technical diploma/pathway certificate description(s) – Describe the specific goals of the embedded technical diploma(s). Include target jobs/job titles and a brief description of the skills and knowledge as appropriate. For WTCS pathway certificates, describe the specific job skills and abilities included in the certificate courses.

The occupational title(s) [target job(s)] for the proposed embedded technical diploma(s) and the associated Standard Occupational Classification (SOC) Code.

Major worker duties and responsibilities for the embedded technical diploma(s) or major skill sets for the pathway certificate(s). This can be an O*NET report for the occupation. It can be generated from either EMSI (related O*NET report) or from the onetonline.net website. The worker duties or responsibilities should be consistent with the outcomes of technical diploma/certificate education.

EMSI occupation report for all SOC codes identified above. Mean Salary – Indicate the mean starting salary based on local market conditions.

Analysis of labor market and employment trends and “job out” opportunities for embedded technical diploma(s) graduates or employer support for skill set of the pathway certificate(s). This analysis should be supported by the EMSI occupation report and O*NET report attached.

Provide an analysis of the data that substantiates the need for the embedded technical diploma(s) in your district. The district’s current experience with student job-out or drop-out rates may be used as an indicator for the need for the embedded technical diploma(s). Experience in offering a subset of program degree courses as a local certificate, track or sub plan can also be used to demonstrate student interest and placement in jobs related to the embedded diploma(s). Letter(s) of support for the embedded technical diploma/WTCS pathway certificate submitted by local employers is recommended.

The Embedded Technical Diploma/WTCS Pathway Certificate Proposal should include potential labor market demand or trend information that substantiates the need for graduates.

The “parent” [already approved] program is listed on the left side of the document. The proposed embedded program is listed on the right side. ALL courses on the right side must appear on the left. Note: Suggested electives are not part of the required program and cannot be used for the embedded program.

Any documentation to modify the “parent” program to accommodate the embedded program must be attached.

Plan to offer this technical diploma or pathway certificate as only face-to-face, only 100% online or face-to-face and 100% online.

Thorough and adequate plans for quantitative and/or qualitative assessment of the embedded technical diploma(s)/pathway certificate(s) as both a stand-alone degree/certificate & in relationship to the “Already Approved Degree”.
Provide information on the plans to assess, through either qualitative and/or quantitative measures, to ensure the effectiveness of the embedded technical diploma(s) program/WTCS pathway certificate and participation rate of embedded technical diploma graduates into the associated “Already Approved Degree”.

List of team members and documentation of participation in and summary of outcomes of the Program Advisory Committee.

Complete advisory committee minutes which documents the discussion of the embedded program as well as any handouts provided at the meeting must be provided. The involvement of the team should be documented and represent a diverse group of stakeholders or occupational experts including business and industry.

Provide evidence of input from a program advisory committee. Members of the Program Advisory Committee must be identified by name, organizational/institutional affiliation and title. Summarize the discussion and key recommendations of the Committee. Please refer to the Educational Services Manual, General Criteria: Program Development & Maintenance page for a discussion of Advisory Committees.

Please indicate whether or not the program will transfer to four-year colleges and universities, is offered entirely online, and/or is offered in an accelerated format.

The Appropriate Occupational Experience and Academic Preparation for Occupational Instructors in the Wisconsin Technical College System should be submitted electronically to the MATC Certification Office.
